Si Manuel "Mar" Araneta Roxas (Ipinanganak noong Mayo 13, 1957) ay isang senador ng Pilipinas na apo ng dating presidente Manuel Roxas at anak ng dating senador na si Gerry Roxas.

Iniluklok siya sa puwesto noong 2004, at nagtamo ng 19,237,888 na mga boto--ang pinakamataas na bilang na nakuha ng sinumang kandidato sa kasaysayan ng halalan sa bansa. At ngayun ay isang sinador ng Pilipinas

Talambuhay

Si Roxas ay ipinanganak sa Maynila at isa sa tatlong anak nina Judy Araneta at Gerardo "Gerry" Roxas. Ang iba pa ay sina Maria Lourdes at ang namayapang kongresistang si Gerardo Roxas Jr.

Nakapagtapos ng elementarya at hayskul si Roxas sa Pamantasang Ateneo de Manila noong 1970 at 1974, at nakakuha ng antas sa Economics mula sa Wharton School of Economics ng University of Pennsylvania noong 1979. Matapos nito ay nagtrabaho siya sa New York bilang investment banker, at sa Allen and Company kung saan siya ay naging assistant vice president.

Sa kainitan ng isyung politikal sa Pilipinas noong dekada 80, bumalik siya ng bansa noong Disyembre 26, 1985 upang sumanib sa alyansang sumusuporta kay Cory Aquino matapos magtawag ng isang snap election si Ferdinand Marcos. Bilang suporta, isa rin si Roxas sa naglunsad ng mga serye ng talakayan kasama ang mga Amerikanong mangangalakal noong nagpunta si Cory Aquino sa Estados Unidos noong Setyembre 1986.

Noong mamatay ang kanyang kapatid na kongresista na si Gerardo Roxas Jr. sa sakit na kanser, napagdesisyunan ni Mar Roxas na tumakbo sa halalan upang halinhan sa pwesto ang kanyang kapatid.

Ang ilan sa mga batas na kanyang isinulat bilang miyembro ng Kamara ay ang mga sumusunod:

  • Republic Act No. 8759 - Pagkakaroon ng Public Employment Service Office sa bawat munisipalidad na magsisilbing employment facilitation and information center;
  • Republic Act No. 8748 - Mga pagbabago sa Special Economic Zone Act;
  • Republic Act No. 8756 - Pagtatayo ng regional headquarters ng mga kumpanya upang mahikayat ang mga ito na maglaan ng maraming trabaho para sa mga Pilipino;
  • Republic Act No. 7880 (Roxas Law) - Pantay-pantay na paghahati ng educational capital budget sa lahat ng mga probinsya.

Mga parangal na natanggap

  • Kinilala si Roxas noong 1996 ng World Economic Forum bilang isa sa mga Global Leaders of Tomorrow".
  • Kasama si Roxas sa isang lathala ng Asiaweek magazine noong 1999 bilang Political Leader of the New Millenium.
  • Ginawaran siya ng gobyerno ng Singapore bilang panlabing-anim na Lee Kuan Yew Fellow.
  • Ipinagkaloob ng E-Services Philippines noong Pebrero 16, 2007 kay Roxas ang E-Champion Award bilang pagkilala sa kanyang mga nagawa upang gawing sikat na outsourcing destination ang Pilipinas.
  • Binigyang-parangal rin si Roxas noong Setyembre 18, 2007 ng Palanca Awards Gawad Dangal ng Lahi ni CP Group Chairman Carlos Palanca III, Palanca Foundation Director General Sylvia Palanca-Quirino, at Deputy Director General Christine Quirino-Pacheco bilang pagkilala sa kanyang mga katangian bilang isang lider.

Congressman, 1993-2000

Roxas joined the government in 1993 as a Congressman representing the 1st District of Capiz. He later became Majority Leader of the House of Representatives.

DTI Secretary, 2000-2003

Roxas served as Trade and Industry Secretary (DTI) after he was appointed by President Joseph Ejercito-Estrada in January 8, 2000 after Estrada transferred Jose Pardo, then DTI chief, to the Department of Finance. In November 2, 2000, he resigned from the office which surprised Estrada and his economic advisers. Roxas was re-appointed to the same office by President Gloria Macapagal-Arroyo in January 27, 2001, days after Estrada was overthrown by the EDSA Revolution of 2001. He was also temporarily designated by Arroyo to head the Department of Energy.

During his four-year stint as DTI Secretary, he pushed for the development of the "palengke" (market) as the basic unit of the economy and the root of progress, advocating not only consumer welfare and protection but also sound trade and investment policies, particularly SME development.

He intensified his commitment to quality education through the Personal Computers for Public Schools (PCPS) Program, which distributed over 30,000 computers to 2,000 public high schools all over the Philippines. PCPS computers provided 500,000 high school students with the necessary ICT tools and skills.

His work regarding trade policy was highlighted during the 2003 WTO Meeting in CancĂșn, Mexico, where he fought for increased market access for Philippine exports, particularly agricultural products and a rationalized Philippine trade regime so that domestic industries would not be harmed.

Roxas launched 'Make IT Philippines' and organized the first IT-enabled services (ITES) to the US which led to the biggest global industry names to invest in the Philippines. He pioneered the establishment of high-technology industry centers and the promotion of the business process outsourcing (BPO) market in the Philippines, particularly call center operations. From a mere 2000 jobs at the onset, the BPO industry now provides hundreds of thousands of jobs, thereby putting the Philippines on the map as a major IT/BPO destination.

Personal life

He is father of Paolo Roxas. He is currently in a relationship with Korina Sanchez, one of the Philippines' most popular and critically acclaimed broadcast journalist from ABS-CBN. In the April 25, 2009 episode of ABS-CBN noontime show Wowowee where Sanchez appeared as a guest co-host alongside Willie Revillame, Sanchez and Roxas revealed that they are already engaged.

Senator, 2004-2010

Roxas was proclaimed by the Comelec as Senator-elect on May 24, 2004 and officially assumed the office at noon of June 30, 2004. He was elected under the Koalisyon ng Katapatan at Karanasan sa Kinabukasan (K-4) of President Gloria Macapagal-Arroyo.

Roxas currently holds assignments on the Senate Committee on Trade and Commerce and Senate Oversight Committee on Optical Media Board serving alongside with Ramon Revilla, Jr.
